Road Occupancy

Any person organizing a social event or undertaking work within the City of Welland right-of-way must obtain a Road occupancy permit and apply to the traffic and parking division.

Road occupancy permits are required for, but not limited to:

  • street parties
  • road closures
  • placement of material within the right-of-way (signs, banners, construction material, etc.)
  • use of roadway for oversized heavy loads
  • widening of driveways, new driveways, or landscaping within the right-of-way
  • site servicing within the right-of-way

Any use of City roads, streets, and sidewalks for parade routes, walkathons, competitive races, and other social, recreational, community, commercial, or athletic activities also requires a road occupancy permit.

A permit from the Region of Niagara may also be required depending on the roadway utilized.

You must meet these requirements before a road occupancy permit is issued:

  • $175 (including HST) City fee for the permit
  • a certificate of insurance including the City of Welland as additionally insured:
    • $1M for processions using sidewalks only
    • $2M for major parades, dances, street festivities, athletic races, marches, walkathons, filming, and sidewalk sales
    • $5M for construction or placement of materials upon a highway
  • damage deposit where applicable

Banner/decorative planter or pole installations:

  • only banners designed to mitigate wind force damage are permitted
  • the permit holder is responsible for any damages to poles, lights, electrical systems, or the public
  • installation of the banners/decorative planters is the permit holder's responsibility, and the permit holder must ensure banners/planters are correctly secured
  • installers must be ESA certified

The permit holder is responsible for any costs associated with temporary road/lane closures. Applicants must call public works at 905-735-1700 x3000 to notify staff 24 hours before starting work within the right-of-way. All construction within the right-of-way must comply with municipal standards.

The City of Welland holds the right to revoke any permit.
