Yes. As WFES provides emergency services to persons residing in the City of Welland and persons travelling through the City of Welland, an invoice can be issued to non-residents.

No. At this time the invoice will be sent to the at-fault vehicle owner. It is up to the at-fault vehicle owner to contact their insurance provider to determine if the invoice is covered under their existing policy.

The 2025 City of Welland’s Fees and Charges by-law assigns a fee of $570.50 plus HST per vehicle per hour to respond to a motor vehicle collision. This fee is determined by the Ministry of Transportation of Ontario (MTO). An additional 15 per cent administrative fee will also be applied.

• You received an invoice, but are not the registered owner of the vehicle indicated on the invoice.
• At a later date, a proceeding in provincial offences court determines you’re not the at-fault party involved in the motor vehicle collision.
• You’re an insurance company and your policy holder was found to not be the at-fault driver involved in the collision after you’ve paid out the claim.
