Information for voters

Starting September 1, 2026, you can check or update your voter information by visiting the Clerk's Office at City Hall during regular business hours.

If you require changes to your voter information, you can fill out the Application to Amend Voters’ List form and bring it to City Hall with acceptable identification that shows your name and address.

You can also update your voter information when you vote. Bring an acceptable form of identification that shows your name and address.

Voter notification cards

Voter notification cards will be sent out in late September. If you do not receive your voter notification card, you may still vote. You can be added to the voters' list at an advance voting location or on election day. You must meet eligibility requirements and show identification when you vote, even if you are on the voters’ list.

About the voters' list

Elections Ontario maintains the Permanent Registrar of Electors for Ontario, also known as the voters' list. This list contains information about individuals who are eligible to vote in provincial and municipal elections. 

If you cannot vote in person, you may appoint another qualified elector to vote on your behalf using the proxy voting process. Proxy voting is governed by the Municipal Elections Act. 

Proxy voting requirements

• You must be an eligible elector in the City of Welland
• The person you appoint must also be an eligible elector in the City of Welland
• The proxy form must be completed and certified by the City Clerk or designate before it can be used to vote
• The appointed proxy must attend City Hall in person to have the form certified by the City Clerk or designate and may be required to provide identification
• Proxy appointments cannot be completed at polling locations

How to appoint a proxy

1. Complete the Appointment for Voting Proxy form
2. Give the completed forms to the person you are appointing as your proxy
3. The appointed proxy must attend City Hall in-person to have the form certified by the City Clerk or designate and may be required to provide identification
4. Once certified, the proxy may vote on your behalf

Residents are encouraged to make an appointment with election staff to complete the proxy form. Appointments can be made by calling 905-735-1700 for by emailing election@welland.ca

As a property owner in Ontario, you are required to support a school system, even if you do not have children or your children don't currently attend school. Your school support designation determines which school board trustee candidates you can vote for in the municipal election. 

You must present one of the following documents showing your name and address:

• Ontario driver’s licence
• Ontario Health Card (photo card)
• Ontario Photo Card
• Ontario motor vehicle permit (vehicle portion)
• cancelled personalized cheque
• mortgage statement, lease or rental agreement relating to property in Ontario
• insurance policy or insurance statement
• loan agreement or other financial agreement with a financial institution
• document issued or certified by a court in Ontario
• any other document from the government of Canada, Ontario or a municipality in Ontario or from an agency or such a government
• any document from a Band Council in Ontario established under the Indian Act (Canada)
• income tax assessment notice
• child tax benefit statement
• statement of employment insurance benefits paid T4E
• statement of old age security T4A (OAS)
• statement of Canada Pension Plan benefits T4A(P)
• Canada Pension Plan statement of contributions
• statement of direct deposit for Ontario Works
• statement of direct deposit for Ontario Disability Support Program
• Workplace Safety and Insurance Board statement of benefits T5007
• property tax assessment
• credit card statement, bank account statement, or RRSP, RRIF, RHOSP or T5 statement
• CNIB Card or a card from another registered charitable organization that provide services to persons with disabilities
• hospital card or record
• document showing campus residence, issued by the office or officials responsible for student residence at a post-secondary institution
• document showing residence at a long-term care home under the Fixing Long-Term Care Act, 2021, issued by the Administrator for the home
• utility bill for hydro, water, gas, telephone or cable TV or a bill from a public utilities commission
• cheque stub, T4 statement or pay receipt issued by an employer
• transcript or report card from a post-secondary school
