A Complete Application has been made by Upper Canada Consultants on behalf of Mancini Developments Inc. and Covello Developments Inc. to rezone lands legally described as Part Township Lot 175, City of Welland, municipally known as 528 Quaker Rd. and 524 Quaker Rd. from the existing Low Density Established Residential to Mixed Use in the City of Welland Official Plan.

A Complete Application has been made by Upper Canada Consultants on behalf of Mancini Developments Inc. and Covello Developments Inc. to rezone lands legally described as Part Township Lot 175, City of Welland, municipally known as 528 Quaker Rd. and 524 Quaker Rd. from the existing Rural Residential - RR to Community Commercial Corridor - CC2 in Zoning By-law 2017-117.

The purpose of these amendments is to permit the proposed five-storey mixed use building. The proposal is comprised of between one and three commercial units on the ground floor, and sixty-eight (68) residential units above. The proposal includes eighty-seven (87) parking spaces with parking lot access from Quaker Road.

A Public Open House is to be held by City Staff. Scheduled for 06:00 PM, November 27, 2025, at the Civic Square, Community Room, 60 East Main Street, Welland.

A Statutory Public Hearing in accordance with the requirements of the Planning Act will be held by Council at 06:00 PM, December 09, 2025, at the Civic Square, Council Chambers, 60 East Main Street, Welland. To participate virtually, please contact the City Clerk, Tara Stephens at clerk@welland.ca no later than 12:00 p.m. on December 5, 2025, to be provided with a link to participate. Please ensure to identify the file number(s) in the email request for participation in the Statutory Public Meeting. All Council meetings are livestreamed on the City’s Website at: www.welland.ca/Council/LiveStream.asp

The public is invited to these meetings to make oral or written submissions. All written submissions received by 12:00 p.m. November 28, 2025, will be presented to City Council as part of the staff report on this matter.
