A Complete Application for Zoning By-law Amendment has been made by Upper Canada Consultants on behalf of 1001133976 Ontario Inc. to rezone lands known as 519 Thorold Road from the existing Residential Low Density 1 – RL-1 to Site-Specific Residential Medium Density in Zoning By-law 2017-117. The purpose of the Amendment is to permit the proposed development – a residential two-storey townhouse development. Providing 22 residential units, 25 parking spaces and two barrier-free parking spaces. The requested site-specific provisions are to permit a reduced front yard setback from 4.5 metres to be 3 metres.

The purpose of the Amendment is to permit the proposed development – a residential two-storey townhouse development. Providing 22 residential units, 25 parking spaces and two barrier-free parking spaces. No special policies are being requested.

A Public Open House is to be held by City Staff. Scheduled for 6 p.m., on August 19, 2025, in Room108/109 at Civic Square, 60 East Main Street, Welland.

A Statutory Public Hearing in accordance with the requirements of the Planning Act will be held by Council at 7 p.m., September 16, 2025, in the Council Chambers at Civic Square, 60 East Main Street, Welland. To participate virtually, please contact the City Clerk, Tara Stephens at clerk@welland.ca no later than 12:00 p.m. on September 12, 2025. Please ensure to identify the file number(s) in the email request.

The public is invited to these meetings to make oral or written submissions. All written submissions received by 12:00 p.m. on September 4, 2025, will be presented to City Council as part of the staff report on this matter.
