Neighbourhood Association Program empowers Welland residents to shape their communities

The City of Welland is inviting residents to take an active role in shaping the places they call home through its Neighbourhood Association Program. The program’s policy was approved by City Council in June 2025, and it offers tools, resources, and support to help residents establish neighbourhood associations.
Neighbourhood associations are volunteer groups of residents from the same neighbourhood who come together to build connections, address shared interests, advocate for local needs, and lead activities that enhance quality of life for everyone in that area. The program provides a platform for residents to enrich and strengthen community life and address safety concerns. These associations support initiatives like education programs, neighbourhood workshops, and partnerships with police and safety experts, helping neighbours prevent crime, recognize risks, and know how to report issues, whether directly or anonymously.
Neighbourhood associations contribute to making Welland’s neighbourhoods stronger and more vibrant. From organizing a neighbourhood clean-up or starting a community garden to hosting events or providing feedback on park or safety improvements, these resident-led groups build resiliency in Welland, giving neighbours a collective voice and a meaningful way to collaborate on local priorities.
“The Neighbourhood Association Program reflects the City’s commitment to livability by empowering residents to provide leadership in their neighbourhoods,” said Amanda Degazio, manager of business and community services. “When residents gather, grow, and get going together, the results are stronger connections, a greater sense of belonging, and healthier, safer, and more engaged communities.”
To make it easy for residents to get involved, the City has created a dedicated web page that highlights existing neighbourhood associations and provides access to interest and application forms, along with direct connections to City staff for support. Staff are available to guide residents through the process, share resources, and provide assistance. To further support growth and connection, quarterly meetings are held for all associations to come together to learn, exchange experiences, ask questions, and share best practices.
The Neighbourhood Association Program is open to all neighbourhoods within the city.
