Clerks Division (Council Services)

The office of the City Clerk is responsible for various corporate and administrative functions and is in frequent contact with all municipal departments, elected officials, other levels of government and the general public.  

In addition to the duties of the Clerk as prescribed in the Municipal Act, 2001, as amended, the office of the City Clerk is responsible for the following:

  • Providing legislative support to Council
  • Preparing and coordinating Council and General Committee agendas and minutes
  • Recording Council and General Committee proceedings
  • Protecting and maintaining  the official records of the City of Welland (Minutes, By-laws, Agreements, corporate documents, and Municipal Voters' List)
  • Processing official correspondence to and from Council
  • Communicating Council's decisions to elected officials, departments and the public
  • Issuing Marriage Licenses
  • Providing service for civil marriages ceremonies
  • Issuing Lottery Licences (Bingos, Raffles, Nevadas) to charitable organizations and non-profit groups
  • Registering deaths as Division Registrar of the Province
  • Providing birth registration support to parents, hospitals, and midwives for the Province of Ontario’s Integrated Birth Registration Program
  • Providing assessment and local improvement information
  • Conducting Municipal Elections for Mayor, Councillors, Regional Councillors and Trustees for School Boards
  • Preparing and circulating land use notices with respect to rezonings, official plan amendments
  • Advertising vacancies to Boards and Committees of Council and coordinating appointments
  • Maintaining a record of appointments to Boards and Committees and terms of reference
  • Coordinating and circulating municipal clearance letters
  • Providing general information to the public and responsible for the Switchboard/Reception

 

Communications Division

The Communications Division oversees communications with the community and internal and external stakeholders, facilitates increased awareness of issues that affect the community, and fosters community involvement through the development of communications strategies.

The major responsibilities of the Communications Division are:

  • Communications planning, co-ordination, and implementation
  • Stakeholder / community public relations
  • Maintaining appropriate media relations
  • Creating and broadcasting media releases
  • Establishing communications standards, protocols, and policies
  • Environmental scanning / events awareness
  • Crisis / emergency communications
  • Promoting and marketing the Corporation
  • Working with webmaster / on-going web development
  • Coordinator of information requests through City's webpage
