City secures $10.7 million in provincial funding for Broadway infrastructure renewal

The City of Welland has successfully secured $10.7 million through the Government of Ontario’s Health and Safety Water Stream (HSWS) under the Municipal Housing Infrastructure Program (MHIP) to support critical infrastructure improvements in the Broadway neighbourhood.

The provincial investment supports the Broadway Area Infrastructure Renewals project, which now totals approximately $15 million. With this funding, the City can expand the project to include additional phases of work and deliver more upgrades in the area.

“The City of Welland is grateful to the Government of Ontario for its support and partnership on this project and other important ongoing investments across the city,” said Mayor Frank Campion. “As our community grows and key infrastructure ages, investments like this help ensure we are building a city that can protect and care for residents.”

The MHIP-HSWS program supports the renewal of aging water infrastructure, access to safe drinking water, housing, job creation, and protection for communities in the event of extreme weather events.

“As we continue to navigate economic uncertainty and unwarranted U.S. tariffs, our government is protecting Ontario by investing in critical infrastructure that drives growth, creates jobs and strengthens communities,” said Todd McCarthy, Acting Minister of Infrastructure. “Through our historic $4 billion Municipal Housing Infrastructure Program, we are giving municipalities and First Nations the tools they need to get shovels in the ground and build stronger communities. Our investments will deliver more homes, modernize aging water systems and lay the foundation for long-term prosperity across Ontario.”

“This significant investment from the province allows us to accelerate essential upgrades in the Broadway neighbourhood,” said Sherri-Marie Millar, director of infrastructure services/city engineer. “For residents, this means greater peace of mind during storms and more reliable systems serving their homes.”

The Broadway Area Infrastructure Renewals project includes significant upgrades to sanitary sewers, storm sewers, and watermains, along with the replacement of related services and infrastructure. These improvements will reduce basement flooding risk, improve system performance during severe weather, and extend the service life of critical underground assets.

The area has experienced ongoing basement flooding risks due to aging underground infrastructure, shallow sewers, high inflow and infiltration, and limited system capacity. It was identified as a priority area in the city’s 2020 Pollution Prevention Control Plan and Wastewater Master Servicing Plan, leading to a phased infrastructure renewal strategy.

The project aligns with the City’s strategic priority of environmental stewardship, which focuses on protecting ecosystems and minimizing environmental impact through responsible decision-making and sustainable infrastructure investment.

Since 2024, the City has received more than $43 million in provincial infrastructure funding through MHIP, the Ontario Community Infrastructure Fund (OCIF), and the Building Faster Fund (BFF) for critical local improvements that protect homes, support growth and enhance quality of life for residents.
