City of Welland Council approves funding strategy for South Niagara Hospital

Welland City Council has approved a funding strategy to meet the City’s $17.8 million local share commitment toward the South Niagara Hospital project.
Council first confirmed Welland’s financial commitment during its February 10 meeting, approving a report that formalized the City’s participation in the project and directing staff to return with a multi-year funding strategy.
Presented with seven options, Council chose an option that balances the use of existing reserves with manageable tax increases over time to support the City’s contribution. The strategy includes:
- $8.5 million from the City’s Economic Development Reserve
- $850,000 placed in a newly created Hospital Reserve
- $8.45 million in debt issued in 2028
- A dedicated hospital tax levy increase of 0.62 per cent in 2027, 0.59 per cent in 2028, and 0.57 per cent in 2029
For an average residential property assessed at $234,000, the chosen option represents a cumulative hospital levy of approximately $402.66 from 2027 through 2038.
To increase transparency for residents, Council also approved the creation of a dedicated hospital levy line on the City’s property tax bill, allowing taxpayers to clearly see the contribution supporting the South Niagara Hospital project.
This decision follows the province’s previously announced commitment to renovations at the Welland Hospital site and a planning grant supporting the future redevelopment of the facility, reinforcing the importance of maintaining hospital services in Welland as part of the broader South Niagara Hospital project.
“Investing in healthcare is an investment in the health of our residents and the future of Welland,” said Mayor Frank Campion. “By selecting a balanced funding strategy, Council is supporting this vital project while managing the impact on taxpayers and protecting the City’s long-term financial sustainability.”
The selected funding approach aligns with Council’s strategic priority of supporting Health and Well-being by advocating for improved healthcare services and strengthening community safety and well-being.
