New ward boundaries set for Welland’s next two municipal elections

Welland City Council has approved new ward boundaries that will be used in the 2026 and 2030 municipal elections. The updated map, shown in Option B (below), was recommended by independent consultants StrategyCorp following a city-wide Ward Boundary Review.

The review looked at Welland’s growth—particularly in north Welland—and confirmed that the current ward boundaries no longer reflect today’s population. Without changes, some residents would have had less representation at the Council table.

“This review was about making sure every resident of Welland has fair and equal representation,” said Tara Stephens, director of legislative services & city clerk. “Council and the community both had input into this process, and the option we’re moving forward with gives us a balanced map that reflects how our city is growing while keeping neighbourhoods and communities together.”

StrategyCorp presented four possible maps to Council after months of analysis and public engagement. Option B was highlighted as the best overall choice because it:

  • Balances the number of people in each ward.
  • Respects neighbourhoods and natural features.
  • Creates wards that are compact, clear, and easy to recognize.

Other options either split more communities, created unusual ward shapes, or would not remain effective by 2030.

The new boundaries will be in place for the 2026 and 2030 elections, with another review planned before the 2034 election to ensure representation keeps pace with growth. There are no added costs to the City for putting these new boundaries in place.

As some voters will be casting ballots in different wards in the future, the City will share more information and updates leading up to the 2026 election through a variety of print and digital channels.
