City of Welland considers new multi-use facility to support growing recreation needs

The City of Welland is exploring the next steps in enhancing its recreational offerings as it considers the development of a modern multi-use facility to support the needs of its growing and diverse population.
With new residents arriving and expectations increasing for flexible, accessible, and inclusive recreation options, the City is evaluating how best to replace its aging arenas with a new hub that could serve as a cornerstone for community well-being and activity. The potential facility would provide year-round access to sport, fitness, wellness, and community programming—all under one roof.
The future facility, proposed for 482 River Road, is envisioned as a vibrant community anchor. Early concepts include four ice pads, a gymnasium, walking track, fitness area, and spaces for events, wellness services, and local business opportunities. This initiative is part of a broader vision to create a regional sports and recreation campus designed to integrate with the existing sports infrastructure at Youngs Sportsplex and surrounding amenities.
“Recreation plays a powerful role in community health, inclusion, and connection,” said Jessica Ruddell, director of community services. “This new facility is more than just a building—it’s a long-term investment in Welland’s quality of life. It reflects the values and aspirations of our residents and our commitment to ensuring everyone has access to spaces that support their physical and mental well-being.”
The proposed recreation hub is designed to serve residents of all ages and abilities and would be built with future growth in mind. By shifting from maintaining aging infrastructure to creating a modern, purpose-built space, the City hopes to improve energy efficiency, reduce operational costs, and better respond to the recreation needs of today and tomorrow.
To share the vision for the new facility and invite community feedback, the City of Welland will host a Public Engagement Session on Wednesday, June 18. Running from 6 to 8 p.m. in the second floor Community Room at the LIV Communities Arena, the session will offer residents a chance to view conceptual designs, explore proposed features, and speak directly with City staff about the project’s direction and next steps.
The initiative supports Council’s strategic priority of Health and Well-being, fostering a connected, active, and inclusive community.
