Welland initiates Ward Boundary Review to support a growing and changing city

The City of Welland is undertaking a Ward Boundary Review to ensure local representation keeps pace with the city’s growth and changing demographics.
With Welland’s population expected to nearly double by 2051, and growth occurring in all corners of the city, a ward boundary review is essential to uphold voter parity and maintain strong, balanced representation across all areas.
“As our city continues to grow and evolve, so must our democratic infrastructure,” said Mayor Frank Campion. “This review ensures that every resident has a fair voice at the Council table, today and in the future.”
Following a competitive selection process, the City selected StrategyCorp Inc., a leading consulting firm with extensive experience in ward boundary reviews across Ontario.
Key objectives of the review:- Analyze population distribution and projected growth through the 2026, 2030, and 2034 elections.
- Evaluate existing ward boundaries using criteria such as voter parity, geographic features, communities of interest, and growth areas.
- Propose updated ward boundary options that are fair, defensible, and reflect Welland’s evolving community.
- Facilitate meaningful public consultation throughout the process.
A critical part of the review is community input. Two rounds of public consultation will take place beginning May 9, supported by online surveys and digital feedback tools, in-person and virtual town halls, and targeted outreach.
To be in effect for the 2026 municipal election, a new ward boundary by-law must be passed by November 17, 2025, in accordance with the Municipal Act.
