City of Welland’s 2024 budget review kicks off November 6 with new process and timetable

The City of Welland’s 2024 budget review will undergo similar deliberations as previous years; however, the process for finalizing the budget will have some modifications.

As a result of the newly legislated Strong Mayor Powers, Section 284.16 of the Municipal Act, 2001, outlines a statutory process for the approval of municipal budgets beginning with the preparation of the Mayor’s Proposed Budget. After receiving the proposed budget from the Mayor, Council can amend the proposed budget by putting forward and passing a resolution within a specified window of time. Opportunities for the Mayor to veto any amendments and for council to oppose any mayoral veto is also built into the Act and our process.

“What needs to be abundantly clear is that although I am now bringing the budget forward, I intend to deliberate this budget with the involvement of every Councillor,” said Mayor Frank Campion. “This is an opportunity for all of Council to come together, build consensus, and complete a responsible budget for our community. The process of delivery may have changed, but my commitment to collaboration and working as a collective has not.”

The City of Welland produces a responsible and business-ready municipal budget every year. It is one of the City’s most important documents because it guides staff on allocating the community’s tax dollars. This year, in alignment with the newly adopted Welland Strategic Plan, the Mayor’s prepared budget focuses on Economic Growth, Environmental Stewardship, Health and Safety, and Livability.

The budget process begins on November 6, with special council meetings scheduled throughout November.
