By-law Complaints

To complain about a possible by-law infraction in your community, contact By-law Enforcement.

The City strives to keep the identity of every complainant confidential, except where disclosure is necessary in a Court of Law or when subject to the provisions of the Freedom of Information and Protection of Privacy Act. Should the complaint proceed to Court, you may be required to give evidence as a witness.

Below you will find a list of the most frequently requested by-laws. They are listed alphabetically within the departments that manage the by-law. Updates are placed on the website as available.

Fees and Charges By-law
Water Management By-law - A By-law to provide for the supply and delivery of water and to provide for the maintenance and management of waterworks and the imposition and collection of water rates.

The City of Welland has a Policy Manual, implemented in 1994, which co-ordinates a collection of Council Policies for various City Departments that had been in use since the early 1970’s.  The objective of the Handbook is to formalize consistent guidelines for ongoing City operations covered by the policies to ensure all situations are handled in a standardized manner.  At present, there are 135 policies outlined in the Manual which are updated systematically as amendments are required.
