City Seeks Public Opinion on Retail Cannabis Stores

 

We want your feedback on the issue of retail cannabis stores in the City of Welland.

On Jan. 15, 2019 Council will consider a report to opt-in or opt-out of hosting retail cannabis stores in Welland. To help inform this report, the City is seeking feedback from residents on the sale of cannabis in licensed retail outlets in Welland.

Welland residents are asked to share their opinion on locating recreational cannabis retail stores in the City as part of an online survey.

This survey will be added to the city’s public engagement platform, Your Channel, https://yourchannel.welland.ca. Residents will have the opportunity to share their thoughts on retail cannabis stores. The survey will be open until January 5, 2019.

Background

  • Recreational cannabis was legalized Oct. 17, 2018 by the federal government. The Province of Ontario has laws in place about how, where and who can buy and possess cannabis in Ontario. You can learn more about Ontario’s rules and regulations for legal use here, as well as the federal framework here.
  • On Oct. 17, the Province provided a model for the establishment of private retail stores for the sale of legalized recreational cannabis. The Alcohol and Gaming Commission (AGCO) is charged with licencing, regulating and enforcement of private cannabis retail stores.
  • The AGCO will begin accepting applications for new stores in December of 2018 with the intent to have private retail cannabis stores operational by April 1, 2019.
  • Prior to issuing any licences for the operation of a private cannabis retail store, the Province is giving all local municipalities the opportunity to opt-in or opt-out of locating recreational cannabis retail stores within the municipality. The municipality deadline is Jan. 22, 2019.

Smoking Recreational Cannabis is now legal wherever tobacco consumption is also permitted under the Smoke Free Ontario Act (SFOA). In Welland, the SFOA is enforced by the Niagara Region Public Health Unit. It remains prohibited to smoke tobacco, cannabis and use an electronic cigarette (vape) in public spaces with the exception of sidewalks, parking lots, roads, rights-of-ways, beaches and walking trails.
