Motor Vehicle Collision Invoicing


In January 2022, the City of Welland amended the Fees and Charges by-law to include the provision to recover costs associated with Welland Fire and Emergency Services (WFES) responding to at-fault motor vehicle collisions that occur on City of Welland roadways.

Invoices will be generated and issued to the vehicle owner of the at-fault party involved in the motor vehicle collision as determined by police services.

No. Only the at-fault vehicle owners will be invoiced.

Yes. As WFES provides emergency services to persons residing in the City of Welland and persons travelling through the City of Welland, an invoice can be issued to non-residents.

Invoices will be issued to the at-fault vehicle owners involved in the collision. It is beneficial to contact your insurance provider to enquire if the invoice qualifies for coverage under your policy.

Yes. WFES has for many years issued invoices like this, but on provincial highways that exist in the municipality. This practice is now extending to municipal roadways. Many other municipalities, both locally and across the province, issue invoices for both motor vehicle collisions on provincial highways and municipal roadways.

No. At this time the invoice will be sent to the at-fault vehicle owner. It is up to the at-fault vehicle owner to contact their insurance provider to determine if the invoice is covered under their existing policy.

The 2024 City of Welland’s Fees and Charges by-law assigns a fee of $559.86 plus HST per vehicle per hour to respond to a motor vehicle collision. This fee is determined by the Ministry of Transportation of Ontario (MTO). An additional 15 per cent administrative fee will also be applied.

Yes, under specific circumstances you can. Invoices can be appealed on the following grounds:

  • You received an invoice, but are not the registered owner of the vehicle indicated on the invoice.
  • At a later date, a proceeding in provincial offences court determines you’re not the at-fault party involved in the motor vehicle collision.
  • You’re an insurance company and your policy holder was found to not be the at-fault driver involved in the collision after you’ve paid out the claim.
Invoices can be appealed by emailing your appeal to fire@welland.ca. The date of the incident and vehicle information must be included in the appeal.
