A) Complete the Mailing Address Change Form and submit your request by email to firstname.lastname@example.org, or by fax to 905-732-1919. Alternatively, you may change your address in person at the Finance Division. Verbal instructions for address changes are not accepted.
A) Submit your request to the Finance Division, 60 East Main Street, Welland, ON, L3B 3X4, along with the required payment. Cheques are payable to the City of Welland.
Water and tax certificates are completed upon receipt of payment and will be faxed and mailed to the requestor.

A) The City of Welland accepts tax and water payments through internet and telephone banking. To register for online/telephone banking in your financial institution banking platform, search “Welland” and select “Tax or Water”. Register your tax roll number (15-digits) and water account number (11 digits). Should the registration of your account number require additional digits, insert ‘0’s at the end of the field. Please be mindful of your financial institution’s “cut-off” times to ensure we receive your payment by the due date. We will apply your payment on the effective date provided by your financial institution. Late payments will be subject to a penalty. If you are unsure if your financial institution supports internet/telephone banking, or for further technical support, please contact your financial institution.
A) If you require a verbal confirmation for tax or water, contact the Finance Division at 905-735-1700. If you are a financial institution or law firm, a fee of $25 per verbal request will be invoiced to you.
A) Typically, we receive correspondence from your solicitor prior to or upon the closing date. Upon receipt, Finance staff will schedule a final water meter reading. The vendor must contact Public Works, 905-735-1700 x3000, to schedule a final meter inspection prior to the closing date. Please allow a minimum of 48 hours in advance for the inspection. A final meter inspection fee of $50 will be invoiced to the vendor on the final water/wastewater billing.
Once we receive confirmation that the real estate transaction has occurred, eg. a copy of the registered deed or lawyer’s letter, we will amend the name on the tax and water accounts. A new account set-up fee of $20 will be applicable on the purchaser’s water/wastewater account. Please note that water/wastewater account billings are issued quarterly.
Please refer to your statement of adjustments to determine any upcoming tax installments that you may be responsible for paying in order to avoid penalty charges.
A) As per City of Welland By-law, a water billing account must remain in the name of the registered owner(s). You may request to have the water/wastewater billing sent directly to your tenant. A change of address request is required. Please submit your request in writing to email@example.com or by fax to 905-732-1919.
A) If the property is being sold and there is an outstanding vacancy rebate and/or 357/358 application, it is recommended that solicitors make provisions for re-adjustment of taxes subsequent to closing. Refunds will only be issued to a previous owner of the property with written direction from the current owner or their solicitor.
A) If you are selling your property, you must contact Public Works, 905-735-1700 x3000, to schedule a final meter inspection prior to the closing date. A) If you suspect that there is an error with your water meter reading, you may request a water meter recheck inspection. A water recheck fee of $75 is applicable. If it is determined that your initial water meter reading was incorrect, the recheck fee will be refunded. Please contact Public Works, at 735-1700 x3000 to arrange an appointment.
