City of Welland By-law Enforcement Staff are working with the Niagara Region to help curb illegal dumping. If it is happening in your area, we want to know about it! For incidents of illegal dumping reported on Regional or Municipal roads or properties, a reward of $200 will be awarded if the report leads to conviction.

- Accumulation of refuse on a property
- Inoperative motor vehicles
- Tall grass and weeds located on a property
- Dead or dying trees
The City of Welland Fence By-law primarily regulates the height of a fence, the materials that can be used to construct a fence and dilapidated fences. If you are planning to construct a fence or would like to file a complaint about a fence, please contact our By-law Enforcement Division at 905-735-1700 extension 2259 or 2113.
If you are planning on adding a swimming pool in the near future you may wish to review our Swimming Pool Enclosure By-law. This by-law contains specific requirements for fences when pools are involved.
The Firearms By-law regulates the discharge of firearms within the City of Welland. Please note that the by-law prohibits the discharge of any guns or other firearms, air-guns, spring-guns or any class or type thereof within the City of Welland.
To file a complaint regarding the discharge of firearms within the City of Welland please contact the Niagara Regional Police.
The City of Welland requires all property owners to maintain the public sidewalk adjacent to their property. No later than 24 hours after the substantial end of a snowfall or precipitation event, or the substantial end of a series of consecutive snowfalls or precipitation property owners are required to remove snow and ice from the public sidewalk.
As well, no person shall place snow or ice on a public sidewalk, on or immediately adjacent to a fire hydrant or on the travelled portion of a highway.
Failure to comply with the by-law may result in a fine ranging from $80.00 - $325.00
