Downtown Revitalization -
Cross Street and City Hall

Site Description:
Cross Street and the Civic Square are the Central Point of Downtown Welland. This area is a central hub for pedestrian activity with direct access to the Courthouse, City Hall, Public Library, Downtown Merchants and the Recreational Canal.

Design Rationale:
With the high presence of pedestrian activity in this area. It is logical to incorporate designs that provide a priority to pedestrian traffic. The modifications to the City Hall property, provides an area for pedestrians to walk or sit in an area with enhanced greenery and landscaping.

Site Description:
A triangular piece of land that connects Usufruct Avenue, The Boardwalk, the foot of Cross Street to the aqueduct. It currently houses a banner pole, nautical flag pole, several sculptures and a bicycle rack. The site is flat and visible from all three directions.

Design Rationale:
This location ties the downtown core to the Welland Recreational Canal and as such represents the logical location to establish the new downtown core vocabulary.

Gateway 1 - Cross Street North

Gateway 2- Ross Lane and
East Main Intersection

Site Description:
Already established as a gateway to the downtown approaching from the east, this wedge-shaped piece of land contains a "Welcome to Downtown Welland" brick and wood sign, shrub plantings, and a telephone booth, electrical outlet box, bench and large steel commercial sign.

Design Rationale:
With its' established and attractive plantings, this gateway area requires only minimal rejuvenation and updating with the new downtown vocabulary and landscape elements. We propose to remove the existing bench and Welland Sign and shift the focal area further to the east where it will have greater visual impact.

Site Description:
This gateway area on Niagara Street is at the edge of Riverbank Park, along the banks of the Welland aqueduct. The area contains a large seasonal planting bed that features a different floral display each summer, as well as a trail, log park sign and a brick wall from a previous signage feature.

Design Rationale:
The best view of the floral bed is approaching from the south, thus it is not effective as a gateway feature entering the downtown core. We propose to incorporate a similar vocabulary of horizontal and vertical reclaimed aqueduct stone, and ribbon of ornamental grasses representing the Welland River.

Gateway 3 - Niagara Street and
Riverbank Park

Gateway 4- Prince Charles Drive
and West Main St. Intersection

Site Description:
This area actually incorporates the intersections of 3 streets - the major streets Prince Charles Dr. and West Main St., and the small residential Catherine St. Catherine Street has historical significance for the City as it is one of the last remnants of streets that were paved entirely in re paving bricks in the early 1900's. The median separating Catherine Street from Prince Charles Drive contains a LACAC marker denoting the significance.

Design Rationale:
Establishing a gateway feature at this busy intersection will require a strong visual impact in order to be effective. The focus of the gateway treatment will be in the median between Prince Charles Dr. and Catherine St., which will feature the large horizontal aqueduct stones, laid on an angle and view successively by the approaching traffic. The strong lines established by the stones will be carried through the intersections by rumble strips in the surface of the road.

Site Description:
The intersection of King and Griffith Streets marks the beginning of Merritt Park, a significant City of Welland Feature. The gateway feature is proposed for the southeast corner of the intersection, currently quite blank and barren with its asphalt kill strip and adjacent asphalt parking lot.

Design Rationale:
A secondary gateway feature to the downtown core, this area will not contain signage but will feature the horizontal and vertical aqueduct stones, ornamental plantings, banners and hanging baskets.

Gateway 5 - King St. and
Griffith St. Intersection

Gateway 6- King St. and
Lincoln St. Intersection

Site Description:
The intersection of these two Regional roads, #68 (King Street) and #29 (Lincoln Street), creates a leftover triangular piece of land which presents opportunities for establishing a gateway feature making the entrance to downtown Welland when approaching from the south. The site currently features a large spruce tree in the centre, surrounded by a series of ornamental planting beds.

Design Rationale:
Also a busy intersection, this gateway will require a strong visual impact to be effective. We proposed to utilize the design vocabulary established at the other gateways, particularly the elements used at Prince Charles Drive and West Main - stone panels, signage, and rumble strips. We also propose the ribbon of ornamental grasses as well as taller canopy trees to strengthen the frame and views.

Roadway Designs (4781k~pdf) - This 13 page document shows the proposed roadway designs for the majority of roadways in the downtown core. Final engineering designs are expected to be completed by February and the implementation process will begin over a period of time.
