PURCHASING - CURRENT OPPORTUNITIES

The Purchasing Division of Financial and Corporate Services at the City of Welland has the responsibility to act as a professional resource in the procurement process for client departments, and to select vendors who can provide the City with best value.

The City of Welland is committed to securing those required products and services offering the best overall value to the Corporation. To achieve this objective, while simultaneously providing all vendors with a time / cost saving mechanism to view and bid on our opportunities, we will be partnering with Biddingo.com. The City is confident that through this partnership both City and all registered vendors will recognize and realize mutual benefits.  

Biddingo.com is an online portal that connects vendors providing various goods and services to buyers from the Provincial, Municipal, Education, Crown Corporation, Housing, Construction, Healthcare and Private sectors from across Canada. 

Effective June 1^st, 2010 all City of Welland formal competitive bid opportunities, issued by the Purchasing Services Division will be organized by commodity and posted on Biddingo.com. This service will provide businesses with a "one stop shop" for bid opportunities available from the City of Welland, as well as other organizations using www.biddingo.com/welland. This service could open new markets for the goods or services you offer.

There are a number of services available free of charge. They are:

Vender List Registration:

Vendors can complete an online application to add themselves to the City of Welland’s Vendor List by clicking on the Biddingo link provided on the City’s website.  The City’s Purchasing Services Division will no longer maintain it’s own Vendor List.  All vendors previously registered with the Welland Purchasing Services Division are encouraged to complete our new Vendor application at www.biddingo.com/welland.

Opportunity Alerts:

Vendors can register with Biddingo to receive e-mail alerts by clicking on the Biddingo link provided on the City’s website for City of Welland opportunities.

Service Options:

• Biddingo provides some key time saving services. Vendors who choose to purchase an annual subscription fee ($250/year) from Biddingo will have the ability to download unlimited bid documents direct to their computer from any buying organization using the Biddingo service. Biddingo offers a 30 day free trial for those suppliers wishing to “kick the tires” before purchasing a subscription.
   
• Non-subscribers have the option to purchase and download individual bid documents from Biddingo.com.

To ensure all have access to our documents we will continue to offer documents in hardcopy. Vendors may obtain a hardcopy of the document by completing a request to have it couriered (link found on our website) or by coming into the Welland Civic Square, 60 East Main Street, Welland, ON. Vendors must make all necessary arrangements with the courier to pick up the package.

Note: In order to download original bid documents, receive notification of addenda by e-mail, view document takers, bid results, etc., you must be registered on Biddingo.com.

KEY CHANGES TO THE PROCESS

• Vendor Registration to bid on City of Welland opportunities is mandatory. Registration can be done online at www.biddingo.com/welland or in person at Welland Civic Square. All vendors who register at Welland Civic Square will be added to the document takers list by the Purchasing Services Division. This is to ensure that all bidders receive any addenda and that a complete Bid Document Takers list is available for all to view on Biddingo.com.
   
• The City of Welland Purchasing Services Division will no longer fax notifications to interested vendors of new bid opportunities available and will no longer maintain a Bidder’s List for projects posted on Biddingo.

Tender and Bid Instructions
Documents listed as "For viewing only" must be purchased. Otherwise, bidders may download the quotations and submit them before the closing time on their own paper. Documents may be sent via mail, courier or hand delivered to the address as shown on the solicitation document. Faxed submissions will not be accepted unless specifically stated in the document.

Please note: For bids to be accepted, bidders must register their intent to bid by downloading, completing and either faxing the Bid Registration Form (available above) to 905-732-1919 or by e-mail to justin.kelly@welland.ca

Tenders and Requests for Proposals listed as “Not for Submission” are posted for viewing purposes only. Bidders wishing to respond to these solicitations are asked to contact the Purchasing Services Division and request an original copy of the solicitation document. Note: Some solicitations may require payment of a non-refundable charge to be paid to the City of Welland prior to the document being issued and some may require a pre-qualification process.

Addendum(s) to any bid document will be posted in the below table. It is the bidder's responsibility to check this web page often for any addendum. Any submission received without “ALL” issued addendums signed and acknowledged and any document received by the City that has been altered and does not exactly match the document as posted by the City, will be rejected.
