  • Continuous improvement in the safe, efficient and effective operation and maintenance of a sustainable municipal infrastructure for the citizens of Welland;
     
  • Levels of Service for roads, sidewalks, water, sewers, drainage, watercourses, parking, and transit as determined by Council in as cost-effective, courteous, and responsive manner as possible;
     
  • Support for attracting and initiating both new development and expansion of existing development so as to help Welland grow and prosper.

What we do:

Maintain and provide services for roads, watermains, sewers, drainage, watercourses, traffic signals, and parking controls, and operate the water system and water metering, the sewer system, and transit.

Design and oversee design approvals.  Provide long range planning, and monitor construction for roads/watermains/sewers, utilities, new subdivisions and industrial/commercial and institutional developments.

Liaise with other levels of government regarding compliance and opportunities for grant acquisition for regional, provincial, and federal programs and regulations.

We are broken into five divisions.  They are:

  • Engineering
  • Public Works
  • Traffic and Parking
  • By-law Enforcement
  • Administrative Support

Engineering Division

Under the direction of the Manager of Engineering Services and Deputy City Engineer, Lino Ventresca, this division consists of four sections; Design Services, Construction Services, Infrastructure Analysis and Planning, and Subdivision Development.

Design Services prepare and oversee designs, prepare tenders, and maintain engineering files to initiate major construction works for infrastructure and to keep proper records of what has been built.

Construction Services oversee all surveys, inspection, and payment of construction contracts to ensure new infrastructure is built properly to standard at the agreed cost.

Infrastructure Analysis and Planning Section monitors the condition and mapping of the City’s infrastructure, its capacity, requirements for rehabilitation, and the needs of the future for growth and improved operation.

Subdivision Development Section deals with applications for new subdivisions and site plans to ensure that they meet the City’s standards.

Public Works Division

This division operates all of the City infrastructure for the provision of roads, water, sewers, drainage, and sidewalks.  The Manager of Public Works Operations, Jerry Boc, oversees a staff of approximately 45 broken into three sections.  They are Roads, Water/Sewer, and Fleet Maintenance.

The Roads Section repairs and maintains City roads, curbs, catchbasins, culverts, and sidewalks.  They also deal with drainage concerns in ditches and watercourses.  This Section also provides winter plowing and sand/salt applications.

The Water/Sewer Section operate the water and sewer system with provincially-licensed operators to maintain water quality and sampling, repair watermain breaks, flush watermains, clean and unplug sewers, replace water/sewer service connections, and maintain water meters.

The Fleet Maintenance Section provides for all of  the vehicle and equipment needs for  the City.  This involves licensed mechanics for repairs, parts and stores operations, as well as the preparation of specifications and tenders for equipment purchasing.

Traffic and Parking Division

Under the direction of the Manager of Traffic and Parking Operations, David Ferguson, this division consists of six sections; Traffic Operations and Safety, Parking Operations, Street Lighting, Parking Enforcement, School Crossing Guard Operations and Transportation Planning.

Traffic Operations and Safety primarily deals with the evaluation of existing roadways.  Staff review roadways for safety and operational issues including traffic signals.  Other areas or review include speeding, all-way stop requests, collisions, traffic and parking signage, traffic and parking bylaw administration and the traffic data collection and analysis.

Parking Operations oversees all maintenance and operations of the City's Parking Lots and on-street parking locations.  In addition, staff review requests for on-street parking regulations.

Street Lighting is the responsibility of the City of Welland.  Staff review existing and new street light locations.

Parking Enforcement staff issue infractions under the Traffic and Parking Bylaw 89-2000.  These infractions include violations relating to Disabled Parking, Private Property, Fire Routes, Restricted Parking Zones and enforcement within the Municipal Parking Lots and on-street paid parking locations.

School Crossing Guard Operations consist of 35 locations throughout the City of Welland and 45 staff members.  Staff review existing and new locations to identify the need for added protection for pedestrians.

Transportation Planning reviews the impacts on existing and new roadways and the roadway design requirements needed through Commercial and Residential Development.

By-law Enforcement Division


 

Administrative Support Services Division

The Manager of the Administrative and Support Services Division, Gabriella Ristine, directs the administrative support staff of the Engineering, Public Works and Transportation Services.  The staff of this division performs the clerical functions for the department in relation to service in multiple areas, focusing on service quality and accomplished results.  Staff of the Administrative and Support Services Division is available to assist you with your inquiries related to the Engineering, Public Works, Traffic and Parking divisions in person, via post, telephone or email, Monday to Friday at the following times and locations:

Civic Square 905-735-1700 ext. 2204 Year Round 8:30 a.m. to 4:30 p.m.
Public Works 905-735-1700 ext. 3000 May to September 7:00 a.m. to 3:00 p.m.
October to April 7:30 a.m. to 4:00 p.m.

After normal business hours, the answering service will refer emergencies calls to the Foreman.
