These guidelines are general only and intended to illustrate the minimum information required to obtain a basic Building/Other Type of Construction Permit.  More information may be required on commercial, institutional or industrial projects.  Less information may be required for simple projects such as wood decks, accessory buildings, etc.  Please refer to the following brochures for more information specific to the following types of homeowner projects:  Accessory Buildings - such as sheds and detached garages; Additions - house additions; Decks,Porches - uncovered or roofed but unenclosed.


In conformance with By-law No. 2005-91, as amended:

Sufficient information shall be submitted with each Application for a Permit (failure to do so may delay the processing of your Application).

Duplicate (2) copies of plans and specifications shall be submitted with the Application.


To Be Submitted:  Prior To Processing Of Permit 

  1. Application for Permit - include Designer Schedule 1 Form (BCIN) - must be completed and signed.
  2. Prescribed Application Fees:
    - Permit Application Fees
    - Sign Permit Fees
  3. Master Plumbers Signature (if plumbing proposed) - must be completed and signed. List of Master Plumbers Licensed by the City
  4. Professional Review Commitment Form (if Architect/Engineer Required)- must be completed and signed.
  5. Lot Grading Certificate/Lot Grading Plan (Required in Subdivisions/Newly Developed Lots).
  6. Two (2) sets of Constructions Plans Drawn to Scale.

INFORMATION REQUIRED FOR PLAN EXAMINATION

Requirements for Drawings Being Submitted:

SITE PLAN
(i.e. Plot Plan)
Shall be referenced to a current plan of survey or certified by a registered Ontario Land Surveyor, and a copy of such survey shall be submitted if requested.

Shall be drawn to scale and must include a north arrow, scale, adjacent street names, actual lot boundaries (bearing and distances), set backs, lot area and building area, existing driveways and services.

FLOOR PLAN(S) Shall be drawn to scale and must include all respective floor plans, basement, main floor and second floor, exterior and interior dimensions, sizing of floor joists, beams, lintels, and columns.
ELEVATIONS  Shall be drawn to scale illustrating all elevations, location of windows and outside doors;  including sizes.
SECTION Shall be drawn to scale illustrating wall, roof, ceiling and floor construction, including insulation, foundations.
GENERAL All drawings, plans, documents, and information shall be drawn, sketched, delineated, types, or printed or otherwise represented, as the case may be, in such a form as to be clearly legible and accurate, and in sufficient detail to specify the content. Other Approvals/Fees

APPROVALS Where applicable, approval from the Welland Fire and Emergency Services, Niagara Regional Health Unit or Traffic Services, Ministry of Labour, Niagara Peninsula Conservation Authority, Ministry of Environment, Fire Marshals Office, Ministry of Transportation or any other regulatory agency will be required prior to issuance of Building Permit.  Consult with Staff for co-ordination purposes.
FEES In addition to the Permit Application Fee other fees/deposits may be required and may only be determined after the review process is complete.  Other fees/deposits could include:
NOTE 1 The Permit will not be processed until a complete Application is submitted.
NOTE 2 Please allow sufficient time for the Building Division to process your Application for a Building Permit. The time will depend on the workload of the Division but must meet the maximum timeframe allowed in the Ontario Building Code.

Explanatory and Pictorial Reference

SITE PLAN:  The site plan identifies your house in relation to your property boundaries and area.  The plan should show the house dimensions and the distances to the front, side, and rear boundaries of your property, as well as any right of ways.  In many cases, a survey of your property will be on record at your municipal offices.  The site plan should identify proposed changes to the existing house.  Sample

FLOOR PLANS:  Floor plans provide a bird's-eye view of the different floors of your house.  They should show properly scaled dimensions of the rooms, halls, and stairs on each floor.  The drawings should also state the function of the rooms shown on the plan and indicated the location of all plumbing fixtures.  Sample Basement

ELEVATIONS:  Elevations show the full exterior view of each side of the house, describing what exists and what changes are proposed.  Elevations show window and door placement and exterior finishes (i.e. type of siding).  Sample 1

CROSS SECTION:  A cross section presents a view of the house showing details and relationships along an imaginary cut through the building.  Cross sections are important in that they show the structural elements of the building and expose what is hidden behind the walls.  Sample
DETAIL DRAWINGS:  Detail drawings are often included in a set of plans to illustrate specific aspects of the project. Details might be used to specify materials, order the construction sequence, or to fully explain a particular aspect of the job which varies from conventional practices. Sample
SPECIFICATIONS:  Specifications provide a detailed written description of construction processes and materials.  The specifications package is the best means of assuring that you and the contractor are talking about the same things, because wherever possible it lists the brand names of the materials and fixtures to be employed.  Specifications can appear as detailed notes on the drawings, or as a separate written document.
